How to transfer an imported file to another agency.

When a file is imported from another country or from a standalone installation, the foreign Agency is also imported and placed in the Agencies table.
Since the user who imports the foreign file is not a member of the foreign Agency must "Administrative/Agency" be changed to [All] to view the foreign file in "File manager".
In the "File Manager" activate the file and select "Context/Ownership/Agency:" select the Agency, and click "Tranfer file to agency".

To perform this operation, two conditions must be met:
1. The user's Agency must be a Top Level Agency.
2. The user must have access to the operating role "EditFileTransfer".
