Click the new button And enter emailActive Directory (in the format domain\user), friendly name, agency.
Once the the user is added, it will appear in the grid below where name, 
agency and culture can be edited.
Select the user in the grid and press the manage roles button.
Select a Role from the "Available roles" list to left and add it to the list on the right
