New AM


If you wish to create a new missing person, you need to start by creating a new AM file. An AM file is the basis of an INTERPOL Yellow Notice.
Click on the File tab in the ribbon menu and then New and New AM.


 When you click on New AM, a window with details to be provided for an AM file will open:


 
Then you can enter the file number, the nominal data of the missing person, the date of birth, the gender and the date of expiration of the file (no later than 5 years after the creation date). The file number can also be auto-generated.
Then select the Disaster Container that the file belongs to (if the file is an MPUB case, please select "MPUB").
You can optionally enter the Reported missing and Last known to be alive dates at this stage of file creation. These dates can also be maintained on
Files - Info - Active File Info if they are not known at creation time.


 
The last known to be alive date is being used as the primary source for calculating Age.
If last known to be alive is not known, and the file is linked to a Disaster Container, the date of incident from the first linked Disaster Container is being used as the basis for calculation. 
 

Auto-generated file number


The file number has to comply with the formatting rules that your country administrator has saved in the country defaults administrative register.
The file number can be auto-generated by clicking the button  within the File number field. The format of the generated file number is also determined by the administrative country defaults settings.
If your agency did not determine a file number format, it will be necessary for you to enter a file number each time you create a file.

New PM


When you wish to create a new unidentified body or body part within the MPUB System, you start by creating a new Post Mortem (PM) file. Click on the File tab in the ribbon menu and then New and New PM.

When you click on New PM, a window with details to be provided for an PM file will open:


 You can enter the file number and the gender. The file number can also be auto-generated.
It is necessary to select the Disaster Container that the file belongs to (if the file is an MPUB file, please select "MPUB").
The date of incident will be shown in the window if you select a Disaster Container, and the date validation rules will be adjusted accordingly:

You can optionally enter the Date found and Estimated time of death dates at this stage of file creation.
These dates can also be maintained on File - Info - Active File Info if they are not known at creation time.


A Post-Mortem file (PM file) can only be linked to one single Disaster Container.

Creation of a PM file in a Disaster Container


A PM file is created with either an owning agency or an owning Disaster Container. In the case where the PM file is owned by a Disaster-Container (the agency has no ownership of the PM file) the Disaster-Container must be created beforehand. All team members of the Disaster-Container have "write access" to this PM file.

PM Body Part Files


Body parts are PM files relating to some parts of a fragmented body. It is possible to create a PM body part including several parts of a body, if it is unquestionable that all these parts belong to the same dead body.
Different body parts of a fragmented body may come from different agencies. The best practice is to create a separate PM file for each body part (as it allows unambiguous ownership of data) and then carry out a reconciliation process to reunite all parts of the body.

New PUI


When you wish to create a new living unidentified person within the MPUB System, you need to start by creating a new PUI (Person Unable to Identify him/herself) file.
Click on the File tab in the ribbon menu and then New and New PUI.

When you click on New PUI, a window with details to be provided for an PUI file will open:

The file number and the gender must be entered. The file number can also be auto-generated.
It is necessary to select the Disaster Container that the file belongs to (if the file is an MPUB file, please select "MPUB").
The date of incident will be shown in the window if you select a Disaster Container, and the date validation rules will be adjusted accordingly:

You can optionally enter the Date found date at this stage of file creation.
The date can also be maintained on File - Info - Active File Info if it is not known at creation time.


A PUI file can only be linked to one single Disaster Container.
Unlike files created directly in a Disaster Container, files linked to a Disaster Container are created in MPUB.
This means that the country that created these files keep the ownership of these files. They are made available through the Disaster Container and the rules applicable in Disaster Containers apply (they can be read, edited, matched against by all members of the Disaster Container). When the Disaster Container is closed, the owning country retrieves full ownership on these files.
This is important for PUI files, as PUI files created in Disaster Containers are then kept by the country where the disaster occurred.

Creation of a PUI file in a Disaster Container


An agency that creates a PUI file can create this PUI file within a Disaster-Container.
The agency has then no ownership of the PUI file. The PUI file belongs to the Disaster-Container only. All team members of the Disaster-Container have "write access" to this PUI file.

Submission of new file


Finally, the user can click on to create the file on the server. You will then get the following confirmation message:
The new file is now the active file.

Cancellation of File Creation


At any time before you have submitted the form you can click on the Cancel Button in the lower right corner of the Create new file pop up in order to cancel creation of the new file. However, an auto-generated file number is not released for use by others.

Transfering of Ownership


The AM, PM and PUI files will belong to the agency of the user who created them.
Only this agency and the top agency of the same country is able to change to content of the file when it is not linked to any containers (it is then in the MPUB part of the MPUB System).
Ownership of the file can be transferred by the owner (and by the top agency of the same country) to another agency of the same country.
Transferring an AM or PUI file to an agency of another country is not possible.
The owner of an AM file can include the AM file within one or more Disaster Container(s). The ownership of the AM file continues, but all data in the AM file including the nominal data will editable by all Team Members of the Disaster Container.
An agency that creates a PM file can choose to create this PM file within a specific Disaster Container. The agency has then no ownership of the PM file, and the PM file belongs to the Disaster Container only. All team members of the Disaster Container have full access to this PM file.
You transfer ownership to another agency by choosing the new owner agency in the Ownership box. You confirm the transfer by clicking OK in the confirmation dialog.

 

Applying extra Country-to-country Restrictions


In order to manage file restrictions, you should use the Country Restrictions part of the Context group in the File Manager ribbon.
By default, basic country-to-country restrictions apply.
Besides the central country restrictions it is possible to add further restrictions to the selected file by choosing a country and clicking Add file restriction.
Confirm the restriction by clicking OK in the confirmation dialog.
