MPUB


Registration of MPUB files


The MPUB part of the application contains individuals ("entities") which are AM/PM or/and PUI files and FM files linked to AM files, handled in day to day policy.

Matching Processes in the MPUB environment


Matching rules in the MPUB part of the application are different from the matching rules applicable in the DVI part of the application, as country-to-country restrictions apply in MPUB part of the MPUB System.
Files restricted to a country cannot be matched against files of this country.

Reconciliation within the MPUB environment


The reconciliation process in the MPUB part of the system is different depending on who own the two files that were matched against:
 If both files belong to the same agency, no file disclosure is needed as the user has visibility on both files. The process, in this case, begins right after the file disclosure section.
 If the two files do not belong to the same agency, the user who initiates the reconciliation must require access to the other file (by a file disclosure request) and grant access to his file to the owner of the owner file. When the file disclosure is accepted, the reconciliation goes on.

DVI


The DVI environment is used for investigations related to a specific event involving nationals from several countries.
The users must be accepted as team members of each Disaster Container in order to have access to the files included in the Disaster Container and push information or create files in the Disaster Container. In DVI environment, country-to-country restrictions do not apply.

Creation of a Disaster Container


When a disaster occurs, the country of the place of the disaster creates a Disaster Container (DC).
The DC is dedicated to all the investigations related to the disaster, in order to deal with:
· the reconciliation process between missing persons (AM file/FM files)
· unidentified bodies (PM files, body parts)
· the persons found on the spot who are unable to identify themselves (PUI).
Each DC that has been created is identified by a name like "Seattle earthquake" and a short code like SEA.The list of all available DCs is visible for all users.
The top agency/agency of the country is responsible for the creation the DC and owns all the rights attached to the rights management part and all writing rights.
Once the DC is created, the first task of its owner is to accept the members of the DC.
It is not possible to create Disaster Containers from the end user interface.
It is possible only through the admin interface, for users who have been granted appropriate admin rights.

Applying for a membership of a Disaster Container


Request for membership have to be sent through the top agency of the user (ensures full approval of hierarchy).
For this the user has to go the "My Containers" tab, and select the appropriate container in the "Unassigned containers" list.
Then, the user can click on the "Add" button in order to require membership.
The Disaster Container (DC) will be moved to "Pending Disasters". The owner of the container will have to confirm the membership.
When the owner of the Container will have accepted your membership request, the Disaster Container will be listed in the "Assigned Containers" list.
If accepted by the owner of the DC, the member will be granted rights depending on the user's roles (fields of expertise) in the DC (read access/ write access to data).
Members will see each other as members of the DC. The member can access directly to the DC's interface.
The user's membership request can also be rejected by the owner of the DC.
The user applies for membership using the My Containers auto-hidden panel.

Linking a File to a Disaster Container


You can link the selected file to a Disaster Container by using the Container part of the Context group in the File Manager ribbon
By selecting a disaster from the Containers drop down and clicking Link file to Disaster Container the file will be linked to the selected Disaster Container.

Registration of files in the Disaster Container


The DC will contain individuals ("entities") which are AM/PM or/and PUI files and FM files linked to AM files.
For AM/FM files already recorded in the MPUB part of the system:
These files will be registered by "pushing" (link) the file into the DC by the country owning the file.
This will not be possible for the PM/PUI files (directly created within the DC).
The file pushed will be "on read and writing rights" for the members of the DC, and no restrictions apply within the DC.
Unlinking these files with a DC will be possible for the owner and members of the DC.
The files (AM/FM files; PUI and PM files) can also be created and registered directly by a member of the DC or by the owner of the DC itself.
PM files are just visible within the DC for members. PUI files are visible within DC AND MPUB.
You link an existing file to a Disaster Container using the File Manager ribbon menu.

By selecting a DC from the containers drop down and clicking Link file to Disaster Container the file will be linked to the selected Disaster Container.
