The purpose of the Private Container is to be able to create a container within an agency that is only visible to members of that container and to users from the top-level agency.

A container can only be marked as Private Container by a user from the top-level agency to prevent ordinary agencies from hiding files without top-level agency knowledge.

The files within the private container is only visible to explicit members of that container and not any other user of the agency owning the files linked to the private container.

An AM-file that is connected to a private container AND is connected to one or more non private containers, will be visible to the users who has access to the non private containers.
